Ruth Panganiban-Billena
United Church of Christ in the Philippines (UCCP)
Biography
Ruth Panganiban-Billena is a Filipino minister and theologian of the United Church of Christ in the Philippines. A native of General Emilio Aguinaldo, Cavite, she was ordained in 1988 and built much of her ministry in parish leadership. A 2010 UCCP Faith and Order Commission publication records nineteen years of service at UCCP Ellinwood-Malate Church: seven years as associate pastor and twelve years as senior pastor. The same source identifies her at that time as Deputy Conference Minister of the Lowland Cavite South Manila Conference. During Ellinwood-Malate Church’s 2007 centennial, the Philippine Star quoted her as the congregation’s administrative pastor, reflecting her central role in that church’s ministry during a significant period of its history.
Her theological formation has both Philippine and international dimensions. She earned a Doctor of Ministry degree from Union Theological Seminary in the Philippines and a Master of Divinity degree from San Francisco Theological Seminary in San Anselmo, California. She also studied at the Bossey Ecumenical Institute near Geneva in 1993–1994. Her contribution to UCCP theological literature includes the essay “The Holy Spirit: The Presence of God in the World” in Unless a Seed Falls and Dies, a Faith and Order Commission resource on the UCCP Statement of Faith.
Billena’s documented ministry joins parish service, theological education, ecumenical formation, conference leadership, preaching, and hymn writing. These strands fit the UCCP’s emphasis on the church as a reconciled community called to witness, unity, justice, peace, and mission.
